Whenever some positive development takes place around Kashmir, terrorists attack Indian institutions to feel their presence as like Maoists do the same when elections are nearing round. These terror groups behavior is identical to oppose any democratic process being initiated. These terror groups feel extremely insecure and so they stoop to a new level with every new positive development. The recent attack on Jammu airport by terrorists displays the same insecure mindset. The terror groups are currently hit by two positive developments. One is Indian government has initiated a dialogue process with Kashmiri mainstream leaders which terrorists will never tolerate. It was expected to create an impediment in the dialogue process and so they carried out an attack in the Jammu airport area. At the same time, India is engaged with the Taliban through dialogue to build a new Afganistan from which the importance of Pakistan has been receded completely. So the terror groups want to create fear and panic in the area as much as possible. But with strict security, terrorists could not do much damage. The timing of the attack undoubtedly suggests that the objective was to sabotage the India-Pakistan backchannel dialogue, as well as the Delhi-Srinagar thaw. With this attack, the responsibility of centre increases manifold times to remain on course with its diplomatic approach to the West (engagement with all actors in Afghanistan and keeping the peace at the Line of Control and the international border with Pakistan) and political approach to Kashmiri a first, terrorists used low-flying drones to drop two improvised explosive devices (IEDs) in the technical area of the Indian Air Force station in Jammu in the early hours of June 27. While there were no casualties, the attack must be taken seriously. Terrorists have shown how deep they can penetrate into Indian highly secure area. (and their backers across the border whose role in the current attack requires careful investigation) perhaps wanted to send a message about their abilities by attacking a high-security defense installation. They were also, perhaps, sending a signal about their adroitness in using technology to inflict damage. But more than anything, at a time when there is both a ceasefire with Pakistan and political outreach in Kashmir, the terror apparatus is reminding Delhi that it is still active and will not be sidelined without resorting to what it knows best — violence. India doesn’t need these reminders. As a victim of terrorism, it had been flagging the threat posed by non-State actors with various degrees of State backing and Pakistan’s dubious role, much before the world woke up to reality. The State is conscious it has to defeat the politics of terror, irrespective of sources and motivation. Sunday’s attack should lead to a thorough review of security preparedness across vital Indian defence installations. It should also lead to a review of India’s abilities to quell drone-based attacks. And it must put the intelligence and security establishment on alert, since such attacks, a product of ideological indoctrination and easy availability of technology, may intensify. India should now simultaneously cope with terrorists with an iron hand and continue the dialogue process with Kashmiri leaders. The leaders who recently met PM Modi did not put forth their demand of restoration of section three seventy giving autonomy to Kashmir. This is a positive sign from the political leadership. This spirit should not be allowed by terrorists to kill. So, while fighting with terrorists, the government should pamper the political groups who want to come into mainstream politics. Will Modi be successful in continuing the spirit of taking all political groups with him. Terrorism should not be allowed to return in the valley now as it will not be affordable for India.
