Prime minister Modi brought many changes in his cabinet and many senior ministers were shown the doors. Ravi Shankar Prasad. Prakash Jawdekar, Harsh Wardhan have freed of their responsibilities and instead some comparatively new and young faces have been brought. The only reason for dropping these bigwigs is they have not delivered accordingly with expectations. But, it is an injustice for these ministers especially in case of Harsh Wardhan because all the decision regarding Covid-19 management, the lockdown, the Covid-19 deterrent vaccine production and their distribution and everything regarding Covid were taken by Modi himself. Harsh Vardhan was not even permitted to address press conferences and health secretary Luv Agrawal used to answer journos. If Harshwardhan has failed to manage the pandemic, it is actually a failure of Modi. The exception is Ravi Shankar Prasad who unnecessarily incurred the wrath of social media and his extra enthusiasm created the image of Modi government as wanting to impose a sensor ship on social media. But the real surprise of this cabinet expansion is the newly created Co-operation ministry and its charge being handed over to Amit Shaha, most of the trusted lieutenants of Modi. Co-operation Department is strongly related with the farmers and there has been a lot of wrath in farmers regarding the new farm laws. Amit Shaha will handle the ministry with his usual acumen and will not allow to incur any loss for the government on this issue. BJP thinks that, Congress is opposing these farm laws on the behalf of middlemen which have been exploiting the farmers but they are not understanding Congress’ interest. To teach Congress a lesson and to remove misunderstandings from the farmers’ minds, Shaha will do a good job, as Modi thinks. Agriculture produce committees have been exploiting farmers since many years and these committees have been taken over by Congress from the day one. If BJP has to win in rural areas, where its influence is less comparing to urban areas, it has to break the backbone of Congress strength. This strength comes from co-operative banks and societies and sugar factories as well as agricultural produce committees. Shaha is a right person to uproot Congress influence from rural areas is the basic aim of creating this ministry. In Maharashtra, there has been a huge network of these APMCs and co-operative societies over which NCP has strong hold. As NCP president Sharad Pawar has been instrumental in Maharashtra to form government keeping BJP afar from power, the saffron party wants to teach him a lesson. So, Amit Shaha will try to weaken Pawar’s influence in rural areas by making relevant changes. Of course, these aims are by-products and not main. The main objective of creating the ministry has been taken keeping an eye on elections next year in three states. Farmers' agitation against three farm laws has been turned out to be a major headache for Modi government and so Shaha will tackle these issues with iron hands. Punjab is going to polls next year and it is a strong farmer state. So, BJP has to win this state to gain its lost glory. The ministry will try to deepen co-operatives as true people-based movement is said in its official statement. India has successive co-operative movements and the root cause of them was exploitative practices by rich and feudal forces depriving farmers of every comfort. From the injustice, co-operative movement emerged but with its strength grew, new political feudal forces in the form of politicians came to fore and the farmers remained as they were. This will be changed now and withing some months, the situation may be seen as transformed. Only time will tell whether Shaha will gain success in making this movement once again strong.
