Biggest challenge for Mandaviya

The new health minister Mansukh Mandiviya has the most daunting task ahead as the country is slightly recovering from Covid-19 second wave. The human and economic damage has been already done and Mandaviya is now to face the challenge of bringing the heath mechanism back on track. The first two waves have already brought the health administration’s weak points to the world in an unflattering light. But Mandaviyahas to do all the more important jobs to create reliability in people’s minds about the government health sector and its efficacy which has come to zero. It is not necessary to take names, but the mismanagement of the Covid-19 second wave not only increased human loss, but it also undid all the gains made in the first wave. So, the challenge before Mndaviya has become more daunting and difficult. In the first and second wave, the coordination and cordial relations between centre and states collapsed mostly during the second wave. There were many incidents when the bitter relations between the centre and states came to the fore on the issues of demand for oxygen cylinders, vaccine doses and the rights of distribution of vaccines. Many states have complained about centre taking all the decisions and states have not authorized to decide. But, according to Modi, states themselves recognized the hardship in the job and asked the centre to co-ordinate all the vaccine distribution. The new minister has first priority to the resolution of problems between centre and states and mitigate the tension between the two in order to establish once again the spirit of federalism. Of course, this task is very difficult as he has to talk to many chief ministers especially Kerala, Punjab, Jharkhand and Maharashtra and West Bengal are the key states. But the disputes between centre and states can’t be resolved without the intervention of a supreme court. So, Mandaviyahas to take corrective steps in that order. Modi has taken a good decision to club-related ministries in one ministry. As such, the pharma sector which is another most important branch of health ministry has been brought under that ministry. So it will be easy for Mandaviya to work as the pharma sector has been with him. Already, Mandaviya has worked with the pharma sector being a minister of state for fertilizers and chemicals. He has the biggest challenge ahead about the complete vaccination of the country till the end of the year. With a population of 130 crores, it is literally impossible to vaccinate the entire country till that period. But, Mandaviya can try his best to do the task. In his task, he will have to talk to Serum Institute and Bharat Biotech to enhance vaccine production. Now centre has taken the responsibility of distributing 75 percent of vaccines, it is comparatively easy for him to monitor the job with ease. His predecessor Harshwardhan had not that benefit. The vaccination drive which started on 16 January has lost its momentum now severely and the actual vaccination is quite far from the target the centre had decided. Mandaviyahas to work on this also. There has been no opposition from people to take jabs now, but the government has failed to respond to people’s demands. In states especially, Odisha, Jharkhand or in some parts of Maharashtra, vaccination has been very low and not even upto 25 percent. Mandaviyahas to raise the speed of vaccination and for that, he has to work in co-ordination with vaccine production companies to increase the production. Mandaviya has been entrusted a historical responsibility and if he succeeds in delivering it, he will be remembered forever for this job.
